Job Description

Position Summary: Under the direction of the Human Resources Director, performs routine to complex technical duties as required for the City of St. George to support the total personnel program. Supports the Human Resources Administrators in all human resources and payroll functions.

Essential Functions: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics.   1. Assists with recruiting, screening, interviewing and hiring full-time, part-time and seasonal employees. 
  2. Assists with new employee orientation and other employee-related meetings and programs.
  3. Assists in tracking and monitoring of Family Medical Leaves, Military Leaves and COBRA participation.
  4. Responsible to maintain and update Human Resources page on the City’s Enet as requested by the Human Resources Director or Human Resources Administrators.
  5. Works with Technology Services employees to update and maintain employee information on the City’s Enet.
  6. Assists with monitoring and distributing all legal notices and City notices that need to be posted at all required City locations.
  7. Provides backup for Payroll functions and assists with the City’s time entry system by contacting employees and time approvers to verify the accuracy of the data. Participates in training and updating employees on the time entry system.
  8. Assists with writing or revising Job Descriptions by gathering job responsibilities and salary data from various entities or by conducting a job analysis to determine appropriate salary level.
  9. Assists with completing GRAMA requests; salary surveys; Notices for Claims for Unemployment; as well as responding to requests for employment verification.
  10. Provides backup for the City’s Secretary at the front desk.
  11. Assists in the annual open enrollment for benefits, including reviewing paperwork and forms for cafeteria plan, Flexible Spending Accounts, Health Savings Accounts, etc., for accuracy and completeness.
  12. Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions: Light physical effort in office environment. Infrequent lifting of light to medium weights up to 25 pounds. Sitting or standing for extended periods of time operating assigned computer or office equipment. Moderate exposure to stressful situations as a result of human behavior. 

Minimum Qualifications
  • Education: High School diploma or equivalent. 
  • Associates degree in a business related area or equivalent Certifications preferred.
  • Experience: Minimum of two (2) years full time paid work experience related to the duties listed for this position. 


Licenses and/or Certifications
Must possess a valid driver license. A valid Utah driver license must be obtained within 60 days of hire and maintained throughout employment. 
PHR/SPHR Certification preferred. 


Knowledge of:
  • Basic employment laws and practices.
  • Basic human resources principles and practices.
  • Healthcare and benefit programs.
  • Microsoft Word/Excel/Power Point

Ability to:
  • Communicate effectively orally and in writing, draft documents and gather information with minimal instruction, independently research and resolve recurring problems.
  • Operate various computer software and spreadsheet programs; maintain data bases and hard copy filing systems.
  • Communicate effectively, orally and in writing. Ability to communicate in Spanish preferred.
  • Deal with constantly changing priorities.
  • Establish and maintain effective working relations with elected officials, department heads, the public, and officials and employees of other jurisdictions
