Human Resources Information Technology Specialist with ICF International (Washington, DC)

Job Description: 
We are targeting a full-time employee who will support the Policy, Planning, and Information Management division with strategic human resources planning and management to include, but not limited to, workforce planning, website support, IT development and data systems support, especially those which contribute to the Agency’s priorities relating to “Human Capital Management”.  Some travel may be periodically required to support the delivery of the related function.  This role will be based in Washington, DC.


Key Responsibilities:
  • Develops/produces/supports database systems that meet OHR business requirements.
  • Serves as technical support specialist in performing troubleshooting of existing database systems.
  • Applies knowledge of available internet technologies; programming and scripting languages; and provide guidance in the design and updates of the OHR website.
  • Provides technical support in planning, designing, and maintaining the OHR website.
  • Participates in developing, testing, and implementing OHR management information systems
  • Supports and assists in HRIS development initiatives.
  • Assist IM Branch Chief with other database issues as they arise.
  • Produces analyses and written reports; produces recurring and ad hoc reports and statistical information for personnel, payroll and manpower purposes.
  • Conducts studies of IT processes and standards, USAID organizational structure, polices and data collection.
  • Develop, test, integrate, implement, and maintain HR system improvements and enhancements.
  • Performs a comprehensive review of all WebPASS Post Personnel System information for Headquarters offices and overseas missions.   Includes reviewing processes, input methodology, verifying methodology, and monitoring data integrity.
  • Tracks USAID determined system change requests and coordinate updates with Department of State HR/EX office to insure USAID system modifications are implemented.
  • Manages deployment of new WebPASS system updates with CIO and missions.
  • Analyzes, develops, evaluates, advises on, and improves HR work methods and procedures through automation.
Basic Qualifications
  • Bachelor’s degree in a closely related field of work
  • At least 1 year of specialized experience in IT systems related duties in an operational personnel or HR environment.
  • Knowledge of human resource information systems and data collection.
  • Knowledgeable of and experience in using human resource data systems
  • Hands on experience in processing Federal Government human resource informatio
  • US Citizenship with the ability to obtain a clearance
  • Ability to travel
Preferred Skills:
  • Active Security Clearance
  • Experience with USDA National Finance Center system and WebPASS.
